According to the new proposal, the process of obtaining a PIN will take place directly at the border, at the time of border control, rather than through the Centers for Population Services (CPS). The responsibility for assigning these numbers will be entrusted to the authorized body dealing with national security issues.
The draft also outlines changes to resolution No. 207 dated April 17, 2025, which will now include foreigners and stateless persons in the list of PIN recipients.
Key changes:
- The formation of the PIN will be carried out through the Unified System for Accounting External Migration (USAEV).
- Foreign citizens will be able to avoid the need to visit the CPS to obtain a number after entry.
- The data accounting system will become more automated and accurate — information will be collected upon crossing the border.
This innovation will reduce the burden on the CPS and make migration accounting more efficient.
The explanatory note states that the aim of the changes is to streamline the entry process for foreign citizens, increase the accuracy and reliability of data, and ensure compliance with modern requirements for the digitization of public services.
Furthermore, this project will not require additional budget expenditures and does not need a regulatory impact analysis, as it does not affect the areas of entrepreneurial activity.
