In Kyrgyzstan, the standard for public services in additional education is being changed.
This document has been developed in accordance with item 66 of the Unified Register of State Services and aims to establish uniform requirements for the provision of additional professional education (DPO) in educational institutions under the ministry's jurisdiction.
According to the draft, the right to receive this service will be granted to capable citizens who are at least 18 years old and hold a diploma of professional education. Those who successfully complete the training and certification will be able to obtain certificates or diplomas of additional professional education.
The standard outlines the requirements for the learning conditions, including the availability of equipped classrooms and laboratories, computer technology, libraries, curricula, and qualified teaching staff. It also specifies requirements for ensuring access to educational resources for people with disabilities.
The duration of educational programs must be at least 72 academic hours. Additionally, the maximum time allocated for accepting documents and issuing results should not exceed 60 minutes. The service may be provided in a traditional format or fully or partially in electronic form using distance technologies.
Educational organizations are required to publish information about the prices of their services on official websites and information boards. Quality parameters are also established, including the absence of discrimination, adherence to established deadlines, and the availability of a book for complaints and suggestions.
The draft also includes rules for refusing to provide the service and mechanisms for appeal. Written complaints must be addressed within 14 days.
