"Protecting Citizens": Bishkek City Hall Responds to Deputy's Outrage Over Dog Shooting

The costs of building a shelter for animals could be significant for the budget



During a meeting, Deputy of the Jogorku Kenesh Gulya Kozhokulova expressed dissatisfaction with the methods of shooting dogs in Bishkek. She appealed to the city prosecutor's office to verify the legality of the actions of the municipal enterprise "Tazalyk" in this matter. According to her information, up to 7 million soms are allocated annually for these purposes, which could be used for sterilizing animals and creating shelters.


The city hall, in turn, noted that measures to control the population of stray dogs are carried out in accordance with the legislation and are primarily aimed at protecting citizens.


Municipal representatives explained: "Currently, the control of the stray dog population is carried out by the municipal enterprise 'Tazalyk'. These actions are conducted according to the resolution of the Bishkek City State Administration and the Ministry of Health, which recommends regularly capturing and shooting stray dogs and cats to prevent the spread of rabies among the population. These measures are aimed at protecting citizens from aggressive animals and reducing the risks of infectious diseases."


The amount mentioned by Gulya Kozhokulova is spent on dealing with approximately 12,000 stray animals, which amounts to about 583 soms per animal per year. These expenses include payment for the special team's deployment, fuel, employee salaries, equipment and vehicle depreciation, as well as disposal costs. These funds are necessary to maintain the sanitary condition of the city and are not excessive.


Regarding the idea of creating a shelter, city authorities emphasized that its construction and maintenance would require significantly larger budget expenditures. Without a comprehensive program, merely opening a shelter will not lead to a rapid reduction in the number of stray animals and will require annual increases in funding," the city hall added. They also mentioned that changes in pet ownership rules, including mandatory registration and vaccination, are aimed at reducing the number of stray animals.
