This project is part of the implementation of the National Program approved by the presidential decree, which defines the strategic goals of the country until 2030.
According to the justification note, the key task of the program is to form an integrated knowledge ecosystem by 2030 that will unite the fields of education, science, intellectual property, and innovations. It is expected that scientific research will be more actively integrated into the economy, leading to the creation of competitive technologies and products.
This project brings together previously fragmented aspects—science, higher education, intellectual property, and innovations—into a unified system.
Among the main directions of the program, the following are highlighted:
- increasing funding for scientific research and development to 0.5-1% of GDP, which will be achieved through the state budget, private investments, and support from international partners;
- creating a national fund focused on science and innovation;
- developing regional scientific centers and branches of the National Academy of Sciences;
- introducing a mechanism for state orders for scientific research in key areas of the economy;
- actively involving Kyrgyz scientists in international scientific initiatives;
- improving the quality of training specialists in the field of education, developing dual education, implementing micro-qualifications, and expanding academic mobility for students and teachers.
Particular attention in the program will be paid to engineering, IT, pedagogical, and medical education, which are considered strategically important for the economy.
In addition, the creation of technoparks, business incubators, accelerators, FabLab laboratories, and technology transfer centers is planned, as well as the formation of a national venture fund to support technological startups.
An important part of the program will be the simplification and digitization of the process of registering intellectual property objects, as well as encouraging universities to commercialize their scientific developments.
The implementation of this program is expected to increase the level of innovative activity, create new high-tech jobs, and strengthen Kyrgyzstan's position in international university and innovation rankings.
After the approval of the new resolution, the program will replace the current State Program for the Development of Intellectual Property and Innovations for 2022-2026.
