Russian universities will abandon the Bologna system in September 2026

The State Duma of Russia reports on upcoming changes in the higher education system



In accordance with the transition to a new model of higher education in Russia, which will begin in the 2026/2027 academic year, the formats of "bachelor" and "master" will cease to exist in September 2026. This was announced by Ksenia Goryacheva, the first deputy chair of the State Duma committee on science and higher education, in an interview with "RIA Novosti".


In place of these formats, two new categories of education will be introduced: basic higher education, lasting from four to six years, and specialized education, which will last from one to three years.


As Goryacheva clarified, the specialized level will represent an updated format of master's programs, in which graduates of basic programs will be able to participate to obtain budget-funded places.


It should be noted that the Bologna system implies a two-tier structure of higher education: bachelor's degree (four years) and master's degree (two years). In Russia, there are also specialist programs that require at least five years of study, as well as training for highly qualified personnel, including postgraduate studies (from three to five years), residency (no more than three years), and assistantship-internship (two years).


Russia became part of the Bologna process in 2003. Although bachelor's degree programs began to be implemented in the country in the 1990s, this system gained widespread adoption only from 2011.
