Starting from July 1, 2026, a new benefit will be implemented, which will be provided to all children under three years old, regardless of the income levels of their families. The amount of payments will be 1,200 soms per month.
According to the National Statistical Committee, there are approximately 445,000 children in the specified age group in the country. This will lead to monthly expenses for the program of about 540 million soms, and the total budget for the year will be around 6 billion soms, funded from the republican budget.

The President of the Kyrgyz Republic, Sadyr Japarov, emphasized that the initiative to introduce the benefit was based on numerous requests from citizens and aimed at assisting families during the critically important period of child growth.
“In the early years of life, key physical and mental abilities are developed that will accompany a person throughout their life. I am building a Kyrgyzstan where no child will be left unattended. We do everything for our children and the future of the country,” the president noted. He also added that it is better for the state to pay benefits to those who are not in dire need than to leave even one truly needy child without assistance.

The main objectives of the social support program are as follows:
- reducing the level of child poverty,
- ensuring guaranteed assistance to families,
- increasing the effectiveness of social support in the early stages of child development.
According to Nazgul Turdubekova, director of the Public Fund "League of Child Rights Defenders," the "Bala Irysy" benefit is an excellent initiative aimed at supporting all children and eliminating discrimination in access to social assistance, regardless of their place of residence.
“In the context of migration, families and mothers with children often change their place of residence, and the lack of permanent registration can complicate the process of applying for benefits with local authorities,” she added.

Considering that almost 25% of children in Kyrgyzstan live in poverty, this approach will help cover all layers and groups of the population. For mothers who are unemployed, especially those with multiple children, this assistance will be real support for purchasing necessary products. The benefit also simplifies the process of obtaining assistance, eliminating the need to collect numerous documents to confirm neediness, which reduces the risks of corruption.According to the expert, although the amount of the benefit may seem small, it should be regularly adjusted for inflation. ```
