According to him, most controllers work in the central areas of the city, including the "golden square" and markets.
“They have a contract with the municipality. The employees are dressed in red vests and badges. They accept payments either through their QR codes or in cash. Often, citizens express dissatisfaction that controllers use personal QR codes instead of official ones. This is due to the fact that the contract specifies a daily plan, which depends on the number of parking spaces. Throughout the day, controllers collect money, and by the evening, they transfer it to the municipality's account. This is an absolutely legal practice,” explained Imanaliev.
He also noted that controllers always meet the established plans. In cases of bad weather, when the number of cars decreases, parking attendants sometimes have to pay out of their own pockets to meet the contract conditions.
According to him, conflicts often arise in parking lots due to the human factor.
“Some people do not want to pay 25 soms, while the controller may request 30-50 soms. There are situations when a person leaves their car for the whole day, which is unprofitable for the operator, as there is no turnover. These misunderstandings sometimes lead to disagreements, but we try to resolve the issues that arise,” he added.
At municipal parking lots in Bishkek, a fee of 25 soms is charged from 8:00 AM to 8:00 PM, regardless of the duration of parking. From 8:00 PM to 8:00 AM, parking is free.
There are 47 municipal parking lots operating in the city.
The city hall plans to introduce hourly payment at these parking lots depending on the zone. A total of three zones are planned to be created.
