This document aims to improve order in the parking space and reduce the automotive load on the roads. The city administration emphasizes that free parking spaces contribute to an increase in the number of cars and exceed the capacity of the transport network, especially in the central areas of the city.
According to the proposal, a zonal parking fee is planned to be implemented in the central part of Bishkek, with costs ranging from 30 to 50 soms per hour.
An automated payment system will provide a rate of 30-50 soms for the first two hours, and then 20 soms for each subsequent hour.
The city administration is confident that the introduction of paid parking will help reduce traffic jams, organize traffic flow, and ensure comfortable movement for pedestrians, as well as increase revenues to the city budget for the development of parking infrastructure.
Starting in 2025, the Code of Offenses will include fines for evading parking fees: 10 calculation indicators for individuals and 50 for legal entities.
Main Provisions of the Parking Project
The project also outlines the rules for the operation of municipal parking lots and stands.- It is proposed to make the first 15 minutes at municipal parking lots free. After that, parking time must be paid according to the established rate. Payment must be made before exiting.
- Monitoring compliance with parking rules will be carried out using an automated time accounting system and video surveillance.
- Emergency service vehicles, including ambulances, fire services, police, as well as cars of people with disabilities, will be allowed to park for free if they occupy designated spaces.
- Car owners bear the risk of theft or damage to their vehicles in parking lots.
- All income from municipal parking operations will be directed to the city budget.
First Zone
This zone includes areas within the boundaries of Bokonbaeva, Ibraimova, Frunze streets, and the Young Guard Boulevard, as well as streets adjacent to markets and shopping centers.
Rate: 50 soms for the first two hours, after which 20 soms for each additional hour.
Second Zone
This zone covers the area bounded by Akhunbaeva Street, Jibek Jolu, Chingiz Aitmatov Avenues, and Fuchik Street, excluding the first zone.
Rate: 40 soms for the first two hours, then 20 soms for each subsequent hour.
Third Zone
This category includes the remaining streets of Bishkek that do not affect the first and second zones.
Rate: 30 soms for the first two hours, after which 20 soms for each subsequent hour.
