A new requirement introduces prior coordination of speech topics and limits their number
A new requirement has been introduced in the Jogorku Kenesh: starting today, topics for speeches at the podium must be coordinated with the speaker. As reported by Speaker Marlen Mamataliyev, only leaders of deputy groups or deputies who have received their approval now have the right to speak. In addition, both the topic and the text of the speeches must be agreed upon in advance.
Today, deputy Bolo Saginayev received 10 minutes to speak at the request of the leader of the "Eldik" deputy group. Marlen Mamataliyev reminded his colleagues of the new rule and confirmed that he was ready to give the floor to Saginayev, as he had previously coordinated his text. The speaker also emphasized the importance of the topic raised by the deputy.
It is worth noting that the day before, deputy Eru lan Kokulov once again expressed dissatisfaction with journalists from the podium of the parliament. In addition, deputies Akylbek Tumonbaev and Elvira Surabaldiyeva urged the speaker not to allow the podium to be used for personal conflicts.
