
At a meeting of the permanent commission of Bishkek, which deals with issues of municipal property, urban planning, and architecture, a draft resolution was reviewed regarding the transfer of land plots to state ownership, located at the following addresses: Chuy Avenue, 108 and Kyiv Street, 55.
According to the city hall, on January 20, 2026, a letter was received from the presidential administration requesting the transfer of the specified lands to state ownership.
In accordance with the resolution of the city authorities dated February 23, 2026, previously effective documents were canceled:
- the local self-government resolution dated December 18, 1995, granting the Union of Artists of the Kyrgyz Republic a land plot for the "House of Artists";
- the city hall resolution dated April 15, 2002, concerning the temporary transfer of a land plot for an administrative building at Kyiv Street, 55.
Lawyer Evgeny Savchenko, representing the interests of the House of Artists, stated that this resolution has already been challenged in the Administrative Court, with a hearing scheduled for April 16.
“The appendix to the BGK resolution states that the land in question is just land without any buildings. However, there are buildings on it belonging to the Union of Artists. Moreover, this building is a monument of architecture of republican significance, but this fact has not been taken into account in the justification project. There are also other owners at this address who have documents, but their opinions have not been considered. We do not agree with the position of the city hall. We must wait for the court's decision,” noted Savchenko.
Deputy Mayor Azamat Kadyrov commented that the municipality is only transferring the right to the land plot to GAUGI.
“The land plot at Chuy Avenue, 108 was transferred to the Union of Artists in 1949. The current building of the House of Artists was constructed here in 1953. According to the legislation, the land on which buildings are located belongs to the owner of those structures. What is the legality of this resolution? It will be illegal if adopted,” added Evgeny Savchenko.
