The main changes concern the resolution of December 14, 2023, No. 678, which regulates licensing issues for certain types of activities. In particular, they affect the process of issuing and processing licenses and permits:
- Licenses and their attachments can be issued in both paper and electronic form using the automated information system of the licensor.
- The decision of the licensor is formalized by an act, which can also be presented in paper or electronic form and is placed in the applicant's personal account on the day it is made.
- The licensor has the right to issue a license or permit before the established deadline.
- A new procedure for issuing an "attachment to the license" has been introduced, which will be used to specify additional services and the address of the new place of activity. Deadlines for consideration and notification rules have also been established; if there is no response within the established timeframe, the attachment may be considered issued.
- Decisions on the issuance or refusal of a license will be made without the creation of commissions or working groups, except in specified cases.
- The rules for state registration of licenses and permits have been updated, as well as the list of information required for the open register on the licensors' websites (including TIN, validity period, grounds for suspension or termination, and more).
Additionally, the resolution includes adjustments to the requirements and procedures for many licensed activities, including pharmaceuticals, veterinary medicine, communications, education, and other fields, as well as the repeal of provisions deemed outdated.
