The Deputy Chairman of the Cabinet of Ministers and Head of the State Committee for National Security, Kamchybek Tashiev, on November 27, during the laying of a capsule for a new maternity hospital in the Kemin district, met with local residents and expressed his opinion regarding the situation with Chinese citizens.
In his speech, he emphasized that many initiatives are currently being implemented in Kyrgyzstan aimed at actively developing the country's economy.
“Since the collapse of the Soviet Union, sectors such as construction, manufacturing, processing, and agriculture have received little attention in our country, and many of these industries have been devastated,” Tashiev noted.

He also reminded about a number of significant projects, such as the construction of the China-Kyrgyzstan-Uzbekistan railway, multi-story residential buildings being erected through the State Mortgage Company, the “Azattyk Arena” stadium, bridges on the Northern bypass road, as well as a multifunctional market complex on Fuchik Street (on the site of the Osh market) and other facilities.

The head of the GKNB refuted rumors circulating on social media that the number of Chinese workers in Kyrgyzstan has excessively increased or that they are “seizing” territory. “Most of these statements are not true. Of all Chinese citizens coming to our country, only 10% are investors, businessmen, and tourists who invest money in business and the tourism sector, while the remaining 90% are ordinary workers in the construction industry,” he reported.

Tashiev also added that Chinese citizens come to Kyrgyzstan on a temporary basis with work visas valid from two months to one year. “All of them undergo thorough checks and monitoring by the relevant authorities. We have also ordered the implementation of strict measures in accordance with the legislation of Kyrgyzstan in case of any offenses committed by foreign citizens, including Chinese citizens,” he emphasized.

Regarding the incident involving the beating of a local resident by workers from the China Road company, which is constructing a bridge on the bypass road, Tashiev reported the detention of 44 Chinese citizens. “A criminal case has been initiated in this matter, during which 16 people have been placed in a detention center, while the remaining 28 have been held accountable with fines. The detention and deportation of the offenders have slowed down the construction work, but our task is to strictly suppress any violations within the framework of the legislation of the Kyrgyz Republic,” he added.

He assured that in light of the circumstances, instructions have been given to the heads of state and private enterprises, as well as construction and logistics companies, to conduct preventive measures and ensure conditions for the work and temporary residence of foreign citizens, introducing a ban on leaving the premises.
