Elections to the City Duma. The request for a repeated manual recount of invalid ballots at certain precincts in District No. 3 has been denied.

The Central Election Commission held a meeting on December 5, during which it discussed the statement of E. Abdyrahmanov, representing the interests of the candidate for the Jogorku Kenesh from district No. 3, Akylbek Shamaev.
In his speech, the speaker reported on a request for a repeat manual count of ballots that were deemed invalid at polling stations No. 5366, No. 5367, 5368, 5414, 5416, and 5420 in district No. 3. According to the applicant, a manual count of the ballots was not conducted at these stations after they were removed from the automatic ballot boxes. It was also noted that the marks on the ballots were not made public, invalid ballots were not shown to the observers, and copies of the protocols were not available, indicating serious violations of electoral legislation.

The protocol of the district election commission No. 3 dated December 2, 2025, states that a manual count of the ballots was conducted at the specified stations in accordance with the applicable regulations after the elections, which makes the request for a recount unjustified.

The working group of the CEC, which deals with complaints from voters and participants in the process, discussed this issue at a meeting on December 3. As a result of the group's work, it was decided to recommend denying the request of Abdyrahmanov, as no violations of the legislation were found at the specified polling stations.

Considering the conclusions of the Working Group, the Central Election Commission denied the request of the representative of the candidate for the Jogorku Kenesh.
