The CEC Summarized the Results of the Extraordinary Elections for Deputies of the Jogorku Kenesh

The Central Election Commission (CEC) announced the completion of all stages of the elections, which were scheduled by the decree of the President of the Kyrgyz Republic on September 30, 2025. The entire election process was conducted in accordance with legislative norms, including the approval of the calendar plan of events and the determination of the boundaries of multi-mandate districts.

A total of 589 candidates were nominated for the elections, of which 63 subsequently withdrew their applications, 56 were rejected at the registration stage, and the registration of 10 candidates was annulled. In the end, 460 candidates participated in the elections — 271 men and 189 women, among whom 16 had disabilities.

The CEC emphasized that equal conditions were created for all participants to take part in the elections. A total of 788 international observers from 58 countries were accredited to monitor the process, noting that the elections were held openly and in accordance with international standards.

For election campaigning, 137 media outlets were accredited, including 37 print publications, 41 television channels, 19 radio stations, and 40 online resources.

As of December 12, the Coordination Group for Operational Response received 274 reports of violations. The working group on campaigning received 116 materials, of which administrative measures were applied to 62. Additionally, 39 appeals were submitted to the complaints review group, 12 of which were found to be justified. The control and audit group received four reports, with measures taken on two of them.

One of the innovations of the elections was the use of remote voting. A total of 2,492 polling stations were organized in the country, with an additional 27 stations opened for remote voting in hospitals, military units, and other locations, as well as 100 stations abroad. A total of 190,030 citizens participated in remote voting.

Furthermore, for the first time in the elections, 6,577 sets of identification devices with printers for ballot printing were tested, as well as for identifying voters using biometric data. In total, 2,619 automatic counting urns, 2,857 smart batteries, 2,749 video cameras, and 3,025 modem routers were used.

The voter lists included 4,294,243 citizens, of which 1,584,446 participated in the voting, accounting for 36.90% of the total number of registered voters.

On December 12, 2025, the CEC made the decision to register 87 elected deputies from 29 multi-mandate districts, while adhering to the gender quota. The results of the elections in district No. 13 were annulled due to violations of the law.

The ceremony for presenting certificates and badges to the new deputies of the Jogorku Kenesh is scheduled for December 17, 2025.
