Mamyrova was born on January 18, 1980, in Przhevalsk, which is now called Karakol and is located in the Issyk-Kul region.
In 2002, she graduated from the Kyrgyz National University named after J. Balasagyn, receiving a diploma in "Linguistics (English language)." Gulnur also completed advanced training courses in Kyrgyzstan, India, and China, focusing on public administration and human resource development.
Career Path:
- from December 2002 to September 2004, she worked as a lecturer at the I. Arabayev Kyrgyz State University;
- from July 2005 to July 2006, she held the position of specialist and inspector in the Karakol City Hall;
- from July 2006 to July 2007, she was a public relations expert within the project "Rehabilitation of Drinking Water Supply in the City of Karakol" (SECO);
- from September 2007 to November 2008, she worked as an administrator and HR specialist at OJSC "Kalina";
- from June 2009 to November 2010, she held the position of chief specialist in the personnel department of the Issyk-Kul regional administration;
- from November 2010 to July 2012, she was the head of the sector in the territorial department of the Issyk-Kul region of the Ministry of Youth Affairs;
- from July 2012 to October 2013, she headed the Issyk-Kul regional department of the Ministry of Youth Affairs;
- from October 2013 to March 2014, she held the position of head in the Ministry of Labor, Migration, and Youth;
- from March 2014 to January 2015, she served as acting state secretary in the same ministry;
- from February 2015 to August 2015, she was a project coordinator at the NGO "Kyrgyz Alliance for Water and Sanitation";
- from August 2015 to October 2016, she worked as a project coordinator at the NGO ALM "Free Generation" (with the support of USAID);
- from November 2016 to November 2019, she headed the Policy Analysis and International Cooperation Department at the Agency for Primary and Secondary Vocational Education under the Ministry of Education and Science of the Kyrgyz Republic;
- from November 2018 to February 2019, she was an expert at the NGO SBDC Consult;
- from February 2019 to April 2022, she served as the national coordinator within the ADB Education Sector Development Program, the "Skills for Inclusive Growth" project;
- from April 2022 to October 2025, she held the position of head of the Department of Primary Vocational Education at the Ministry of Education and Science;
- from October 2025 to February 16, 2026, she worked as the head of the Department of School Education at the Ministry of Education.
