According to the data from the Environmental Pollution Monitoring Department, from November 7 to 13 of this year, the average daily concentration of major pollutants in the air in Bishkek exceeded the permissible norms by two times. This indicates a continuous deterioration of the ecological situation in the capital.

A key step in the fight against pollution was the resolution of the Government of the Kyrgyz Republic No. 639, adopted on October 6, 2025, concerning measures for the protection of atmospheric air. This document prohibits the import, sale, storage, and use of small coal with a fraction of 0-13 mm in Bishkek and the Chui region, except for supplies to heating enterprises.
Small coal particles, known as "screenings," have low heat-generating capacity, cause significant air pollution, and raise dust levels during household use.
Measures taken
According to the resolution, government bodies must:
- ensure strict control over the enforcement of the ban;
- organize a sufficient number of sales points for permitted types of coal;
- conduct informational work for the population;
- the antimonopoly service must monitor coal prices and prevent their unjustified increase.

According to him, inspections are being conducted to prevent the sale of small coal to the population as part of raids involving representatives of the antimonopoly service and local administration.
"In Bishkek, we supply only brown coal of grade B. Small coal is burned at the CHPP, where special filters are installed to trap toxic substances," he added.

Experts emphasize that the comprehensive implementation of measures, including gasification and limiting the use of harmful types of fuel, can significantly improve air quality and reduce autumn-winter smog in Bishkek.
To reduce dependence on coal and improve air quality in Bishkek and the Chui region, a project for preferential financing of gasification is being implemented.

The project was approved by the government order dated April 28, 2025, No. 349-r, and is aimed at supporting gasification work in the capital and region.
The implementation of the project is carried out with the participation of OJSC "Aiyl Bank" and OJSC "Eldik Bank," with a total volume of credit funds of 200 million soms.
As of October 30, 2025, 98 entities received preferential loans totaling 12.22 million soms for gasification work.
The program continues to operate, providing access to financing to accelerate the process of gasification of households.
