
The social contract program has played a significant role in job creation
According to the Ministry of Labor, Social Security, and Migration, 25,391 new vacancies were opened in Kyrgyzstan in 2025. The agency reported this success in its recent report.
One of the main factors contributing to the increase in employment was the social contract program. This year, the amount of social assistance under the contract was increased from 100,000 to 150,000 soms. This allowed for the conclusion of 13,331 social agreements at the new rate totaling 150,000 soms.
The Ministry noted that the increase in the amount of assistance helped attract more families to the program, positively impacting their financial situation and giving a boost to the development of small businesses. This also led to an increase in economic activity, especially in rural areas.
As part of the social contract program, 13,964 new jobs were created in 2025, of which 90% were women, mainly from the regions. The most popular sectors were as follows:
- agriculture — 77.7%,
- services — 8.9%,
- manufacturing — 7.3%,
- trade — 6.1%.
To support entrepreneurial initiatives, program participants can also rely on interest-free loans for up to three years of up to 200,000 soms. In 2025, this financial assistance was received by 1,101 people participating in the social contract.
Additionally, within the framework of paid public works aimed at developing social infrastructure, 10,716 jobs were created, as well as 711 positions for personal assistants.
The ministry emphasized that the social contract program remains an important tool for supporting employment and the development of small businesses in Kyrgyzstan.
