
Investment in the project will be made by a private investor, without the involvement of the state budget.
As part of the implementation of the Kazarman cascade of hydroelectric power stations, the construction of three new facilities will begin in Kyrgyzstan. On August 2, 2025, an investment agreement was signed between the Cabinet of Ministers of the Kyrgyz Republic and the Open Joint-Stock Company "Central Asian Investment Holding."
The project covers all stages — from design and construction to operation and maintenance of the new hydroelectric power stations, which will generate electricity. The cascade will include the following stations:
Alabugin Hydroelectric Power Station — 600 MW
Kara-Bulun-1 Hydroelectric Power Station — 149 MW
Kara-Bulun-2 Hydroelectric Power Station — 163 MW
The total capacity of the new cascade will be 912 MW. According to reports, the total investment amounts to about 3 billion US dollars, with all funds being provided by the investor without attracting state financing, the Ministry of Energy noted.
