Objectives of the Census
The agricultural census, like any other, aims to collect reliable information necessary for developing a long-term strategy.The country has already conducted population and housing censuses, and the agricultural census will provide an opportunity to assess the current state of the agri-sector and ensure food security.
Data will be collected on the following parameters:
- the number and structure of agricultural enterprises and farms of all forms;
- types and volumes of agricultural products;
- availability of resources: land, labor, and material;
- livestock and poultry numbers;
- features of farm management and the level of mechanization.
The Census Process
Data collection will be carried out through the platform of the National Statistical Committee, using an electronic format.From March 20 to April 10, specially trained staff will visit all agricultural households, including state and collective farms, private farms, and personal subsidiary plots of citizens.
Data will be collected using a mobile application on enumerators' devices, and the information will be transmitted to the central server of the National Statistical Committee through secure channels, ensuring confidentiality and speed of data processing.
Composition of Census Participants
A total of 6,791 temporary workers will participate in the census, including:- registrars – 1,179;
- enumerators – 4,494;
- supervisors – 898;
- coordinators – 220.
The head of the commission responsible for the census is the Minister of Agriculture, and the deputy is the head of the National Statistical Committee. The commission also includes representatives from the Ministry of Health, Ministry of Education, and Ministry of Energy.
Is this the first census being conducted?
According to regulations, the agricultural census should be conducted every ten years. However, the last full census in Kyrgyzstan took place more than 20 years ago: in 2002 for land and crops, and in 2003 for livestock.Can you imagine how much the situation has changed since then?
What questions will be asked?
The census questions are grouped by various topics. They will relate to the type of farm (personal subsidiary, farm, cooperative, etc.), number of workers (family members and hired workers), main type of activity (crop production, livestock, aquaculture, etc.), land sizes (arable land, pastures, orchards), types of irrigation, as well as information about cultivated crops, presence of greenhouses, orchards, and vineyards, and livestock numbers.Mandatory Participation of Farmers
In Kyrgyzstan, the agricultural census is regulated by a special law - "On the Agricultural Census." According to this law, agricultural entities (farmers, landowners, livestock owners) are required to provide statistical data to enumerators. However, there are no penalties for refusing to participate in the census.Nevertheless, enumerators will try to persuade farmers to participate in the census, and in most cases, citizens of Kyrgyzstan are understanding of such initiatives.
