Sadyr Japarov: Society Always Expects High Responsibility, Justice, and Honesty from the Police

On November 1, the President of the Kyrgyz Republic and Commander-in-Chief of the Armed Forces, Sadyr Japarov, celebrated the 101st anniversary of the Kyrgyz police, speaking at a festive event in the Turdakun Usubaliyev Square in Bishkek.

“Dear generals, officers, and sergeants,

respected servicemen and honored guests!

Today we celebrate the day of the Kyrgyz police, an institution that plays a key role in ensuring the safety of our country and combating crime, demonstrating a high level of professionalism, hard work, and courage.

Serving the Fatherland is a sacred duty that requires courage and determination, which is not accessible to everyone.

The police officers fulfilling this duty are defenders of peace and stability, standing guard over the law. You are a model of devotion to your people and your homeland, and thanks to your work, the citizens of Kyrgyzstan feel safe.

I sincerely congratulate all personnel of the internal affairs agencies and esteemed veterans on this professional holiday!

Dear compatriots!

Since its formation on November 1, 1924, in the Kara-Kyrgyz Autonomous Region, the police have successfully fulfilled their duties of protecting citizens and combating crime for a hundred years.

Despite difficulties and challenges, police officers have always shown resilience and courage, overcoming obstacles and fulfilling their honorable mission.

Looking back at our history, we see that hundreds of police officers gave their lives for the safety of the people. We will always remember their heroism and bow our heads in respect.

It is important to note that service in the police is not just a job, but a high mission that requires responsibility and courage.

Over the past five years, significant steps have been taken to strengthen the work of the Kyrgyz police and enhance its prestige.

To improve the quality of service to citizens, 85% of the material and technical base of the internal affairs agencies has been modernized. These changes meet modern requirements—from uniforms to the organization of work processes.

The salaries of employees have been doubled, and for those serving in the Batken region, it has been quadrupled. Social support is also provided for personnel.

The Ministry of Internal Affairs has fully transitioned to the “Digital Police” system, which allows for effective task execution.

To improve operational work in solving crimes in the country, more than four thousand modern video cameras have been installed, including those with facial recognition capabilities.

As a result, crime resolution has become faster, and it has become easier to hold offenders accountable, which contributes to strengthening citizens' trust in law enforcement agencies.

Modern technologies also help maintain order and safety on the roads, ensuring quality service to the population.

Nevertheless, new challenges lie ahead. As part of the “Safe Country” project, I have set the task of increasing the number of video cameras to twenty thousand. Additionally, it is planned to allocate more staff positions for the Ministry of Internal Affairs. I am confident that these measures will help raise the level of security in the country.

Dear participants of the solemn event!

At this moment, we are commissioning 35 new modern buildings for the internal affairs agencies across all regions of the country.

In Razak, in the Leilek district of the Batken region, a 32-apartment building is being provided for employees in need of housing through the State Mortgage Company.

Also, in honor of the 101st anniversary of the Kyrgyz police, 101 modern vehicles equipped with digital technologies are being transferred to the regional internal affairs agencies.

This confirms the state's concern for the police. In the future, we will continue to build new homes for employees so that everyone can have decent housing. We will also provide the necessary technical means to improve police work. The main thing is the stability of society and the tranquility of citizens, which is a priority for our state.

Dear police officers!

As President, I understand how hard and full of risks your profession is.

Society always expects high responsibility, justice, and honesty from the police. Each of you must remember the words: “The police are at the service of the people” and confirm them in practice!

On this special day, I want to express my sincere gratitude to the police veterans who dedicated their lives to maintaining public order and combating crime. Your experience and advice are very important for the younger generation.

To the junior officers, sergeants, and servicemen, I remind you: every action you take should contribute to the tranquility of the people and the safety of the state! Fulfill your oath “I serve the Fatherland!” honestly and diligently, be true guardians of order and role models.

May the new buildings and modern technical means bring you success! I am confident they will serve to protect people and make a significant contribution to maintaining peace in our country.

May peace and prosperity reign in the new homes of Batken!
