According to the decree, it is prohibited to issue permits that may imply exceptions to environmental legislation or allow its violation, including the conclusion of state environmental expertise.
The ban also applies to all decisions, orders, protocols, and documents issued by the Cabinet of Ministers, ministries, agencies, and khokimiyats, if they concern the felling or transplantation of trees and shrubs.
Thus, neither the government, nor the ministries, nor the Environmental Committee, nor local khokimiyats have the right to adopt any documents related to the felling or transplantation of trees.
Furthermore, starting from March 1, 2026, all laws and mandatory directives regarding exemptions from compensation payments for damage to nature will lose their validity. In the future, the provision of such benefits will only be possible in accordance with the legislation.
