According to the State National Security Committee (GKNB), the purpose of the publications is to manipulate public opinion about citizens of China. The owner of the account "mamyrbaiv" published a video addressing the issue of poor construction and the destruction of the facade of an apartment building owned by the State Mortgage Company.
Special services established that "M.B.M.", who works in the construction sector as a monolithic worker, was aware of the design changes and the dismantling of the facade. He used these facts to create and disseminate a provocative video, which, according to the authorities, was driven by his personal animosity towards construction workers who are citizens of China.
The Ministry of Construction, Architecture, and Housing and Communal Services of Kyrgyzstan published an official refutation, clarifying that work is being carried out to change the facade and dismantle the windows, which were installed in a checkerboard pattern to comply with the new project. All work is being conducted under the ministry's supervision, adhering to standards and using quality materials.
In connection with the incident, a criminal case has been initiated under Article 330 of the Criminal Code of the Kyrgyz Republic, concerning incitement of racial, ethnic, or interregional hostility. As part of the investigation, "M.B.M." has been placed in custody in the GKNB pre-trial detention center, and investigative actions are ongoing.
