According to the investigation, B. V. Zh., serving as the director of the school-gymnasium in the Bazar-Korgon district of the Jalal-Abad region, approved timekeeping records for her employees who were not actually working. In particular, one of the employees was outside the country, and another dismissed employee had gone to Russia, yet they continued to be listed as working in official documents.
On November 25, 2024, the Bazar-Korgon District Court found B. V. Zh. guilty of official negligence under part 1 of Article 348 of the Criminal Code of the Kyrgyz Republic, and she was fined 90,000 soms.
On July 2, 2025, the Jalal-Abad Regional Court rejected the gymnasium director's appeal. Subsequently, B. V. Zh. filed a cassation appeal, which was also not granted. She claimed that the first-instance courts reviewed the case unilaterally and misjudged the witness testimonies, insisting on her innocence.
Meanwhile, the accused's lawyer, I. E., pointed out violations in the collection of evidence in his cassation appeal and demanded that the case be returned for reconsideration to the district court, but in a different jurisdiction.
B. V. Zh. is originally from the Bazar-Korgon district of the Jalal-Abad region, has a higher education, is married, and has no prior convictions.
The Supreme Court established that B. V. Zh.'s guilt is confirmed by the collected materials of the case, witness testimonies, and official data from state authorities. The court noted that all legislative requirements were met when imposing the penalty, and no procedural violations that could serve as grounds for overturning the verdict were found.
As a result, the judicial panel decided to leave the verdicts unchanged and the cassation appeals ungranted.

According to the case materials, B. V. Zh. was appointed as the director of the school-gymnasium based on an order from the head of the Bazar-Korgon District Department of Education dated December 7, 2022. Knowing that A. A., who had been working as a cleaner at the gymnasium since 2014 and was the wife of the deputy director for economic affairs A. A., was on leave and was not actually performing her duties in August-September 2023, B. V. Zh. approved the timekeeping records for those months, which were prepared by the deputy director.
Additionally, the accused, together with the deputy director, signed the timekeeping records for the guard A. Ö., who, despite being dismissed in December 2023 and having gone to Russia, was fictitiously listed as working from December 2023 to March 31, 2024.
