Citizens with loans up to 100,000 soms should not be included in the banks' "blacklist," - deputy

- During the meeting of the Committee of the Jogorku Kenesh, which deals with finance, budget, entrepreneurship, and competitiveness, Deputy Marlen Mamataliyev raised an important issue regarding the "black lists" of credit bureaus that jeopardize the ability of many citizens to obtain loans, even those who have had minor delays.

As the deputy noted, even borrowers with a debt of just 10,000 soms, who have delayed payments for any reason, risk ending up on the "black list," which deprives them of the chance for future loans.

In this regard, he proposed to exclude from the "black list" those borrowers whose loans do not exceed 100,000 soms.

Mamataliyev also addressed the Deputy Chairman of the National Bank, Bektur Aliyev, with the question of why not raise the threshold for inclusion in the list of unscrupulous borrowers to 100,000 soms, instead of the current minimum level of 10,000 soms.

In response, the Deputy Chairman of the NBKR clarified that citizens who do not fulfill their credit obligations for approximately 90 days end up on the "black list." However, he did not provide a clear answer to the proposal to raise the threshold.

During the discussion, the draft law "On Amendments to the Law of the Kyrgyz Republic 'On the Exchange of Credit Information'" was also considered, proposed by the Chairman of the Cabinet of Ministers (incoming No. 6-9603/25 dated December 23, 2025) and presented for the first reading. The draft law addresses issues of credit information exchange, the functioning of credit bureaus, and possible mechanisms for forming credit histories.
