Foreigners were illegally involved in the construction of a guest house: A resident of Issyk-Kul gave the suspect 5,000,000 soms.

In Karakol, measures have been taken to combat extremism, as reported by the Internal Affairs Department of the Issyk-Kul region.

According to the department's information, on February 2, 2026, a local resident O.K., born in 1998, approached the police of the city. In his statement, he indicated that on December 21, 2025, a foreign citizen M.A. received 5 million soms from him for the completion of a guest house, but has not returned the money to date, and he requested appropriate measures to be taken.

The statement was registered in the Unified Register of Crimes of the Karakol City Department of Internal Affairs, and subsequently, a criminal case was initiated under Article 209 of the Criminal Code of the Kyrgyz Republic, concerning fraud.

During an operational and preventive event called "Extremist," which took place in the region, employees of the Karakol City Department of Internal Affairs detained the suspect M.A., born in 1981, and transferred him to the investigative service.

During the investigation, it was revealed that M.A. illegally employed seven foreign citizens without having the necessary permits in the construction sector. Fines were imposed on them, and explanatory work was carried out in accordance with the Code of Offenses.

During the interrogation, the suspect fully admitted his guilt. The Karakol City Court chose a preventive measure in the form of arrest for 15 days.

Currently, investigative and operational activities are ongoing to identify similar cases. Investigative actions continue.

Additionally, as part of the "Extremist" event, signature samples were taken from six citizens registered with the service for countering extremism and illegal migration of the Karakol City Department of Internal Affairs, and explanatory conversations were held.

It is also reported that a member of the religious group "Salafiya," a resident of Karakol M.F., born in 1987, who is on preventive registration, voluntarily handed over to the police his legally registered smoothbore hunting shotgun "TOZ-34" of 12 gauge.

During the operation, a total of 14 people were detained, with whom the necessary measures were carried out," the statement notes.
