Gender Balance: The President Expanded Opportunities for Women in Public Service

In accordance with the goal of achieving gender balance in governance, President Sadyr Japarov signed a decree "On Amendments to Certain Decrees." This document aims not only to create a reserve of managerial personnel for filling political and municipal positions but also to increase the participation of women in the system of state and municipal governance. It is also important to ensure sustainable institutional conditions for the implementation of the principles of equal opportunities and fair competition in the human resources potential of the civil service.

As part of the initiative to form a personnel reserve, the following measures are provided:

– implementation of a quota system, where representatives of one gender cannot exceed 70%;

– achieving gender balance by giving preference to candidates from the underrepresented gender in the personnel reserve;

– development of professional skills and creation of conditions for equal access for women leaders to managerial positions, as well as reducing the influence of traditional gender stereotypes.

According to the president's decree, by 2027, at least 30% of women must be among the candidates included in the managerial reserve.

Additionally, in all state and municipal bodies, a minimum of 20% of managerial positions must be held by women, with the aim of reaching 30% by 2030.

The decree will come into effect ten days after its signing.
