This step was taken to ensure food security and to stabilize prices for food products in the domestic market.
The resolution provides for certain exceptions.
The ban does not apply to:
- transit through the territory of Kyrgyzstan;
- sport horses participating in competitions;
- horses donated to foreign states or international organizations;
- export of live animals carried out by the state operator — OJSC "Kyrgyz Agriholding", except for animals raised on the territory of the country;
- horses transported by air.
The Ministry of Economy must notify the World Trade Organization and the Eurasian Economic Commission of the introduction of this ban within three days from the date it comes into effect. The Ministry of Foreign Affairs is also obliged to inform the Executive Committee of the CIS within the same timeframe.
The State Customs Service, as well as the Ministry of Water Resources, Agriculture and Processing Industry, and the Border Service must take measures to prevent the illegal export of the specified animals.
In addition, the resolution cancels previous Cabinet decisions on a similar ban, made on August 20, 2025, under numbers 506, 606, and 668. The new document comes into effect from the moment of its official publication.
