In his speech, the minister emphasized the need for urgent and decisive measures to change the situation in the organization. He highlighted that "Kyrgyzpharmacy," responsible for supplying quality and affordable medications to all healthcare institutions in the country, is facing a serious crisis.
According to Dosmambetov, although funding is available, its effectiveness leaves much to be desired. "Procurement is delayed, deadlines are not met, and as a result, the population along with hospitals is left without the necessary medications and medical equipment," the minister reported.
The minister also pointed out that the roots of the problem lie not in external factors, but in management shortcomings: insufficient management, conflicts of interest, and even the involvement of previous leaders in schemes with pharmaceutical companies.
"In selecting the new director, it was decided that the most important criterion would be independence from the pharmaceutical mafia. Bolot Tologonovich Junusov has no connections to this industry and possesses experience in public service, international diplomacy, and crisis management," noted Dosmambetov.
Additionally, the minister added that to ensure a balanced approach to management, a second deputy has been appointed — a professional pharmacologist who will oversee procurement and the formation of medication lists that meet WHO standards.
The main task of the new leadership will be to work exclusively with reliable manufacturers, eliminate intermediaries, and terminate cooperation with "one-day firms," which will help avoid a lack of service maintenance and guarantees. The procurement of medical equipment should be carried out from global manufacturers with a warranty of at least 15 years and based on international non-proprietary names (INN), based on the real needs of the healthcare system.
The minister also emphasized the importance of optimizing logistics and the pharmacy network "El Aman." The State Enterprise "Kyrgyzpharmacy" intends to obtain a state loan of 2 billion soms, of which 500 million will be directed towards the development of the "El Aman" network, providing citizens with affordable and quality medicines. At the same time, the creation of a centralized service unit for the maintenance of medical equipment and the introduction of staff medical engineers in hospitals is planned.
