The decree came into force on December 9, the day it was signed; however, the changes regarding the management of material reserves will only take effect from January 2027. The new document strengthens the role of the National Security Committee (KNB) in preventing economic and terrorist threats.
Now, the special service will be required to provide information from its systems at the request of authorized bodies to combat the legalization of income obtained through criminal means, financing of terrorism, and the proliferation of weapons of mass destruction.
Additionally, the decree clarifies the powers of the KNB in managing the state material reserve. The committee now has the right to propose the list and quantity of stored material assets, make decisions on the withdrawal of these assets from the mobilization reserve, and place orders for their supply.
The last time the powers of the KNB were expanded was last year. At that time, the committee was granted the right to develop, create, and procure information systems and electronic resources, special technical means, as well as communication systems and telecommunications networks for special purposes;
- conduct special checks on employees and military personnel of national security agencies;
- engage citizens of Kazakhstan on a voluntary basis as freelance operational staff;
- create and use a special state archive;
- organize and control the activities of border representatives;
- develop and approve legal acts in the field of state secret protection and engage in patriotic, moral, and spiritual education of personnel, as well as preventing offenses in national security agencies.
