Such places must provide heating, autonomous power supply, and reliable communication.
The authorities also plan to allow the movement of private vehicles. Local authorities and the emergency response headquarters will determine additional measures to ease the rules depending on the specific situation. A special commission will establish the areas where the new relaxations will apply. The Prime Minister noted that control over order and security in these zones will be carried out by military and law enforcement forces.
The necessity of introducing a state of emergency in the energy sector was prompted by the frosts and attacks by Russian troops on energy facilities. For example, in Kyiv, hundreds of apartment buildings still remain without electricity and heating due to these shellings.
