In his speech, Kushner noted that the presentation was timed to coincide with the signing of the Trump Peace Council charter, which became the next step in implementing a 20-point ceasefire plan reached between Israel and Hamas in October. Emphasizing his optimism, he did not mention the international stabilization forces that were an important part of Trump's previous plan.

The new plan envisions the creation of a "coastal tourist zone" along the Gaza coast, capable of accommodating up to 180 skyscrapers, many of which will be used for hotels. The scheme outlines a new port in the southwest of Gaza, near the border with Egypt, as well as an area for the construction of an airport.

Kushner highlighted two key projects: "New Rafah" and "New Gaza." In "New Rafah," the plan includes the construction of over 100,000 permanent housing units, more than 200 schools, and about 75 medical facilities. He expressed hope for the completion of construction within two to three years and reported that clearing work has already begun.

"New Gaza" envisions the creation of an industrial center aimed at achieving full employment. Computer visualizations depict a metropolis resembling the cities of the Persian Gulf, such as Doha and Dubai, with modern hotels and office buildings along the coast.

Kushner also reported that the governments of various countries will make the initial investments, and details will be announced at a conference in Washington in the coming weeks. He urged the private sector to participate as well, promising "amazing investment opportunities."

Control over the demilitarization of Hamas, according to Kushner, will be entrusted to a new technocratic committee composed solely of appointed Palestinian members. He warned that if Hamas fails to demilitarize, it will become an obstacle to fulfilling the desires of the residents of Gaza.

The issue of withdrawing Israeli troops was only briefly mentioned in a slide of the presentation: "The demilitarization of Gaza will allow for the complete withdrawal of IDF troops beyond the security zone."

Rami Abdu, founder of the Euro-Mediterranean Human Rights Monitor group, noted in his post on X that "Palestinians are facing a plan aimed at destroying their very existence, based on control and enslavement."

Ali Shaat, head of the new technocratic committee of Gaza, announced that the Rafah crossing between Gaza and Egypt will open next week, stating that the enclave is "no longer closed to the future and peace."

The post-war reconstruction plan for Gaza was presented after the signing of the agreement to establish the "Peace Council" at the World Economic Forum on January 22, 2026, in Davos, Switzerland. Photo provided by CNN.
