The press service reported that Chancellor Merz pointed out that the current structure and management mechanisms of the "Council of Peace" make Germany's participation unconstitutional. He noted that he had previously informed Trump of Berlin's readiness to join the initiative if the council would focus on monitoring compliance with peace agreements in the Gaza Strip. However, in its current form, Germany cannot participate in the proposed management structures due to "constitutional law reasons."

At the same time, the Chancellor emphasized that Germany is open to discussing new formats of cooperation with the United States, provided they are aimed at establishing peace in various regions, including not only the Middle East but also Ukraine.

Italian Prime Minister Meloni also declined the invitation to participate in the "Council of Peace," stating that it contradicts the Constitution of Italy. She noted that the council's charter is "incompatible with the legal system" of the country, and Rome has already informed Washington about this. Meloni expressed hope for the possibility of resolving contentious issues, after which Italy could reconsider its participation.

According to DW, the powers in the "Council of Peace" are concentrated in the hands of Trump, who will be able to hold the position of chairman for life. His resignation is only possible at his own decision or by unanimous decision of the executive committee, which includes Trump's son-in-law, Jared Kushner.

The "Council of Peace" is an intergovernmental organization initiated by the President of the United States. It was originally conceived to implement a peace settlement plan in the Gaza Strip and received a mandate from the UN. According to DW, out of approximately 60 invited countries, only 26 joined the initiative, among which Bulgaria and Hungary confirmed their participation from the EU.
