According to information from the Ministry of Justice, this document, prepared by the Ministry of Digital Technologies, was registered on January 26 of this year and will come into effect three months after its official publication.
The updated rules include several innovations aimed at improving service for mobile subscribers. For example, mobile operators are prohibited from allowing subscriber accounts to go into negative balance when deducting fees for services.
A new procedure for providing paid additional services has also been established. Activation of such options is now possible only through mobile applications or USSD codes, and they will remain inactive until activation. Furthermore, automatic connection of these services without the subscriber's consent or converting free services into paid ones is now prohibited.
Number portability between mobile operators will be carried out at service points within 20 minutes, which is significantly faster than the previously established timeframe of 8 working hours.
The timeframe for transferring a number to a non-existent status has now changed: if there are insufficient funds in the account, the operator will be able to terminate the contract with the subscriber after one year, rather than two months as was previously the case.
Subscribers will also be able to change their tariff plan to any other free of charge, except for transitions to special tariffs intended for certain categories of citizens or regions.
Operators are required to notify users of changes in tariff plan conditions at least 15 days before they come into effect, using mass media, their own websites, or SMS notifications.
To improve service for citizens, especially those living in remote areas or who are unable to visit service points, a system of mobile outreach services will be implemented.
