This enterprise was established in accordance with the government decree dated March 30, 2023, No. 176, with the aim of providing state medical institutions and the population with access to medications and medical products at reasonable prices.
Last year, the budget of "Kyrgyzpharmacy" amounted to 4.99 billion soms in revenue and 4.84 billion in expenses. By the end of the year, actual revenues totaled 5.63 billion soms.
During the audit, violations were found in the processes of procurement, storage, distribution, and accounting of medications and medical products. In particular, instances were identified where legislative requirements were not met, as well as a lack of internal control and issues in financial management. The needs assessment plans were inaccurately compiled, leading to insufficient economic efficiency in procurement and discrepancies between accounting and inventory records.

Deficiencies were also noted in compliance with public procurement procedures, an increase in accounts receivable and payable, instances of expired medications, as well as issues with the accounting of inventory. In the "El Aman" branch (state pharmacies), shortcomings were also found in warehouse inventory management and labor payment issues.
As a result of the audit, recommendations were made to improve budget discipline, strengthen internal control, optimize procurement and accounting processes, and eliminate identified violations. Some amounts to be refunded will be restored to the budget.
The agency is confident that implementing the recommendations of the Accounts Chamber will lead to increased efficiency of "Kyrgyzpharmacy," improved access to medications, and optimal use of budget funds.
Earlier, the Ministry of Health decided to create a commission for a comprehensive analysis of the work of the state enterprise "Kyrgyzpharmacy."
