According to the investigation, the Bishkek city administration received 22 million euros from a lending organization in 2015 for the modernization of the material and technical base, the acquisition of specialized equipment, including bulldozers, loaders, and garbage trucks, as well as for the design and construction of a landfill intended for the municipal enterprises "Tazalyk" and "Bishkek Sanitary Landfill".
An audit revealed that the preliminary damage inflicted on the budget as a result of the misuse of these loan funds amounts to approximately 182 million soms.
On January 12, as part of the investigation initiated under Article 336 (Corruption) of the Criminal Code, investigative and operational activities were carried out, resulting in the detention of:
- the former vice-mayor of Bishkek "S.R.A.";
- the former director of the "Bishkek Sanitary Landfill" "A.A.Z.";
- the leaders of the contracting companies "I.V.R." and "A.N.B.".
All detainees have been placed in the temporary detention facility of the GKNB.
The GKNB also reports conducting additional operations to identify other involved parties from government agencies and to determine the final amount of damage to the budget.
At the opening of the Eco-Technology Plant for processing solid household waste into electricity on December 27, 2025, President Sadyr Japarov noted that the previous authorities spoke about the construction of the plant; however, instead, 22 million euros were spent, and in the end, only a temporary structure was built, "eating" up 16 million euros. "Six million euros remained in the bank, and we are returning them to Europe. The city administration must pay for the 16 million, that is, 'paying for the samsas that were not eaten,'" Japarov added.
Bishkek Mayor Aibek Junushaliev confirmed that of the 16 million euros spent, only a small building was constructed for 900 thousand euros, which was used as an office for some time. "Law enforcement agencies are working. At the moment, I cannot say who exactly is to blame. The president has instructed to report on these issues," he noted.
