According to law enforcement agencies, a criminal case against K.K., a resident of the Talas district, was initiated on December 6, 2000, under Article 129, Part 1 "Rape" (as per the 1997 edition). Just five days later, on December 11, the district prosecutor's office took him into custody and announced him wanted.
Over time, the case was reclassified under Article 154 (Part 2, Clause 3) of the Criminal Code of the Kyrgyz Republic, concerning "Rape accompanied by threats of violence dangerous to life or health." Formally, K.K. had been wanted since February 18, 2000, and for more than two decades, he managed to evade arrest.
