The process of liquidation was carried out in stages: in 2025, changes were made to the relevant codes and regulatory legal acts, after which the first group of settlement colonies was closed.
On January 28, 2026, a decision was made to liquidate the second group of institutions, including numbers 26, 42, 43, 44, 45, and 52.
The basis for these changes was a law adopted on July 31, 2025, under number 181, which excluded settlement colonies from the Criminal Executive Code.
According to representatives of the Ministry of Justice, the reform implies a more modern and efficient approach with the elimination of duplication of probation functions, optimization of public spending, and the protection of the rights of employees of the closed institutions.
