The Alykul Osmonov Museum in Bishkek is proposed to be transferred to state ownership
This initiative arose from requests from the Culture Department of the city administration dated September 12, 2025, as well as from the Ministry of Culture, Information, and Youth Policy, which sent its letter on July 9, 2025.
The justification for the project states that the transfer of the museum to state ownership aims to create a centralized management system for museums related to the creativity and life of Alykul Osmonov. This will also help in popularizing the national cultural heritage and introducing the youth to historical values.
The balance sheet value of the museum is 125,450 soms. According to the city administration, the transfer of this facility will save 1,052,100 soms from the local budget.
According to Article 11 of the law "On Municipal Property," municipal property can be transferred to state ownership gratuitously, sold, privatized, or exchanged. At the same time, Article 10 of the same law requires the consent of the local kenesh for gratuitous transfer.
Reference: Alykul Osmonov (1915–1950) was a renowned Kyrgyz poet, playwright, and translator, born in the village of Kaptal-Aryk in the Panfilov district. He lost his parents at an early age and was raised in orphanages. Starting in 1930, he began publishing his works, and in 1938, he became a member of the Union of Writers of the USSR. He is the author of numerous poetry collections, dramas, and translations of classics of world literature into the Kyrgyz language, including works by Pushkin, Shakespeare, and Rustaveli. Osmonov was awarded the Order of the Badge of Honor and other accolades, and he is considered a classic of Kyrgyz literature, passing away at the age of 35.
