According to the Ministry of Internal Affairs of Russia, the operation was organized in conjunction with the FSB and Rosfinmonitoring, taking place in two stages, aimed at combating illegal migration and countering the activities of international criminal groups.
The main objective of the operation was to stop criminal schemes related to the illegal migration business.

During the "Illegal-2025" operation, over 128 thousand violations of migration legislation were recorded. Of these, more than 100 thousand concerned the rules of entry and stay of foreign citizens in Russia, as well as over 28 thousand violations related to the labor activities of migrants.
As a result, more than 19 thousand decisions were made regarding the expulsion and deportation of foreign citizens.
During operational-search activities, 4.8 thousand criminal cases related to illegal migration were initiated, as well as 1.5 thousand cases for other crimes, including illegal trafficking of drugs, weapons, border violations, and crimes with extremist or terrorist characteristics.
In addition, during the operation, 673 individuals wanted at the federal level, 329 at the interstate level, and 37 at the international level were identified.
