On November 20, after laying the capsule for a new residential complex covering 234 hectares in the village of Prigorodnoye, he met with residents of the Pervomaisky district, who raised questions about electricity.
As the president noted, the demand for electricity in the country has increased from 14 billion kWh to 20 billion kWh, creating a deficit of 6 billion kWh. He added that there is a plan to address this issue, but Kyrgyz citizens need a bit of patience, as they have already been waiting for 30 years.
"I have explained the situation with electricity in detail in my interviews and addresses to the people. We will emerge from the crisis by 2028. We are building new hydropower plants, solar and wind power stations. On December 15, we will open a solar power station in Balakchy that will provide 120 megawatts of power for the first time in Kyrgyzstan's history. We are also constructing a thermal power plant in Karaketch with a capacity of 1,200 megawatts.
By 2028, all work will be completed, and the heating season of 2028/2029 will proceed without electricity outages.We will no longer import electricity. Currently, we import electricity at a price slightly above 3 soms, while selling it to the population for 1.37 soms, with the state covering the difference. This discrepancy has led to the accumulation of debts by NESK amounting to 137 billion soms. Since I came to power in 2020, we have been reducing the debt, and it now stands at 25 billion soms. This has been made possible by reducing imports and increasing our own production capacities. Next year, NESK will have no debts, and I hope that by 2027 the enterprise will start generating profit," the president stated.

The September statement by Energy Minister Talaybek Ibraev indicated that this winter will be the most challenging for Kyrgyzstan. Since then, measures to conserve electricity have begun in the republic. By mid-November 2025, the authorities:- prohibited outdoor lighting in administrative and state institutions in the evenings;
- limited electricity use in schools after 6:00 PM;
- introduced a new limit for the population - up to 3 kW, forcing people to choose between using a washing machine or an electric kettle;
- suspended the operation of mining farms until the end of March 2026;
- the Bishkek city hall reported that in cafes, restaurants, and nightclubs, all electrical appliances, especially energy-intensive ones, must be turned off after 10:00 PM. This requirement was later softened;
- the president instructed to optimally reduce the volume of electricity imports.
