Cancellation of the service charge in cafes and restaurants: authorities explained the reason for the decision

The cancellation of the 15-percent service charge in catering establishments was a response from the authorities to numerous consumer complaints. This was reported by Adilet Jumabekov, a leading specialist in the antimonopoly policy department of the Ministry of Economy, on the air of "Birinchi Radio."

According to him, the decision was initiated by the presidential administration, which instructed the development of amendments to regulatory acts. As a result of discussions with restaurateurs and entrepreneurs, the timelines for the introduction of new rules were revised. Consequently, the new provisions will come into effect on January 1, 2026.

Ruslan Kazakov, head of the consumer rights protection department of the Antimonopoly Regulation Service under the Ministry of Economy and Commerce of Kyrgyzstan, added that there is a public offer in the catering sector, where the menu effectively serves as a contract. Visitors can either agree to the stated prices or refuse to place an order.

According to the current rules, establishments have the right to set prices independently. However, now adding extra percentages for service to the total amount in the menu will be considered a violation, which will entail administrative responsibility. All costs, including staff wages, must be included in the final price of the dish stated in the menu.
