
The draft general plan takes into account the expected population growth of the city from the current 1.32 million to 1.92 million people by 2050. It includes plans for the development of residential and mixed-use areas, as well as transport and social infrastructure. Additionally, measures to improve the ecological situation in the city are provided.

The project includes functional zoning of the city, parameters for future construction, as well as requirements for environmental protection and preservation of cultural heritage. The general plan is mandatory for government bodies and will serve as the basis for all future investment and infrastructure projects in Bishkek.
An important part of the document concerns transport infrastructure: the creation of bypass roads, modernization of the "Manas" airport, as well as the launch of rapid public transport lines, such as urban railways, trams, and metro buses, are planned. As part of ecological initiatives, the creation of a natural-ecological framework and the improvement of water bodies are envisaged.
The Bishkek City Hall held extensive public hearings, with the participation of 471 people. The discussion covered 564 proposals and comments from citizens. Some of these proposals were taken into account, while others were rejected for reasons related to urban planning regulations.
The draft resolution is available on the Unified Portal for Public Discussion and will be revised based on the feedback received.
