Irina Grishechkina, a specialist from the St. Petersburg Scientific Research Institute of Prospective Urban Development, which is working on the General Plan for the capital, noted that extensive work was carried out to collect data during the preparation of the project.
The team sent about 200 official requests to municipal territorial administrations, as well as to various regional and state organizations.
According to Grishechkina, the data were analyzed for each municipal territorial administration, which helped specialists understand the distribution of the population by districts and the workplaces of city residents. This information became the basis for assessing the loads on engineering and transport systems. Data collection was conducted down to the level of individual residential buildings and apartments.
The collected data allowed us to clarify the population of the city. Official statistics report 1.3 million residents, however, according to our calculations, the number of people actually living in Bishkek is about 1.1 million.

All collected materials form a unified database, which is transferred to the customer. In the future, this data will be used by the architecture department and other relevant agencies in the fields of education, sports, engineering, and social infrastructure.
Based on the General Plan, each agency will be able to develop medium-term plans for five years, determining the locations and types of facilities to be built, including schools, kindergartens, and other social institutions, as well as assessing the volume of necessary funding.
The developer emphasized that the General Plan serves as the foundation for creating subsequent documents on territorial development. After its approval, planning and development projects (PZZ and PDP) will be developed, which will allow residents to see specific solutions for the development of their districts and the placement of residential buildings.
Thus, the General Plan-2050 is transformed not only into a strategic document but also into a practical tool for the comprehensive development of the capital and the planning of key urban facilities.
