According to information provided by deputy Magerram Magerramov, a warning is issued for the first violation, and for a repeat offense, a fine of 10 MRP is imposed, which corresponds to 39,320 tenge or 6,800 soms in 2025. These changes were adopted in the second reading and will now be sent to the Senate. After approval in the upper chamber, the document must be signed by the president. The date of the law's entry into force is still unknown, but in 2026, the fine amount may increase to 43,250 tenge (7,500 soms) due to changes in the MRP amount.
We remind you that as of July 12, a law prohibiting the use of clothing that completely covers the face in public places is in effect. The police explain that the main goal of these amendments is to ensure safety and the ability to quickly identify individuals using video cameras. At the same time, law enforcement agencies clarify that this does not constitute a restriction on the freedom of religion.
Prohibited items of clothing:
- balaclavas;
- full masks;
- niqabs and other elements that hinder identification.
Exceptions to the ban:
- In cold weather, it is permissible to cover the face with a scarf or shawl;
- Masks for medical reasons are allowed;
- The law does not apply to personal protective equipment at work, including gas masks and respirators;
- Face covering is allowed during sports and cultural events, for example, by performers or entertainers.
