STEBLIN Fyodor Petrovich
Years of life (1906—1948). Architect F. P. Steblin, a member of the CPSU, was born in the village of Merke in the Jambyl region. In 1936, he graduated from the architectural and artistic department of the Leningrad Institute of Engineers of Communal Construction and arrived in Frunze the same year. He was elected a member of the first board of the Kyrgyz branch of the Union of Architects of the USSR, established in 1938, and worked for some time as the chief architect of the republic's capital.
Encouraging the creative initiative of his colleagues, F. P. Steblin constantly participated in architectural design and creative competitions himself. In 1938, his project led to the construction of the Oblispolkom building (now the House of Editorial Offices of newspapers on Kirova Street), in 1940 the building of the Kyrgyz State Medical Institute was constructed (at the intersection of Moscow and Togolok Moldo Streets), and in 1939, construction began on the Palace of Pioneers in the Pioneer Park in Frunze based on his design. The construction of the Palace was interrupted by the war and was completed after the victory according to the project of architect V. E. Nusov.
Among other notable works of F. P. Steblin completed in 1940, one should mention the building of the medical school and the residential building on Pushkin Street (now home to the editorial office of the weekly "Kyrgyzstan Madeniyaty" and the magazine "Literary Kyrgyzstan").
ZMIEVSKY Vasily Kuzmich. Architect V. K. Zmievsky was born in 1909 and graduated from the architectural department of the Odessa Art Institute. He worked in Kyrgyzstan from 1936 to 1941. After the war, he dedicated his life to painting and currently resides in Moscow.
In the pre-war period, a series of residential buildings were constructed in Frunze based on V. K. Zmievsky's projects, reflecting the creative searches of those years to create works in the spirit of classicism, while simultaneously using elements of national ornamentation and decor. An illustration of this can be the residential building at the corner of Dzerzhinsky Boulevard and Toktogul Street, where loggias, which correspond to local climatic conditions, first appeared on the plastically enriched facades.
Since the establishment of the republican branch of the Union of Architects of the USSR in 1938, V. K. Zmievsky served as the secretary of the board.
VERYUZHSKY Vasily Vasilievich. Architect V. V. Veryuzhsky was born in 1906 in Saint Petersburg (Leningrad), where he received his higher architectural education in 1936.
Among the creative legacy of V. V. Veryuzhsky, the architectural designs of monuments to Major General I. V. Panfilov (1942, sculptors O. Manuilova and A. Manuilov) and the outstanding Kyrgyz poet and playwright Joomart Bokonbaev (1948, sculptor O. Manuilova) gained the most fame in Frunze, as well as the building of the Republican Prosecutor's Office on Dzerzhinsky Boulevard.
The prosecutor's office building still attracts attention due to the elaboration of the facade's plasticity, expressiveness of forms and details. The strict decorative wrought-iron fence at the entrance, a small compact courtyard in front of the building, and the complex color solution of the facades, including elements of wall painting and heraldry, are united by a common goal — to create a complete architectural work.
