DUBOV Yuri Borisovich

Years of life (1897—1974). Engineer Y. B. Dubov, a member of the Communist Party of the Soviet Union, a participant in the Civil War, was born in the Tambov region. He graduated from the Leningrad Institute of Engineers of Transport Communications. During the Civil War, he served in the Red Army and was a participant in the famous crossing of the Sivash Strait. He was elected as a deputy of the Frunze City Council and a deputy of the Supreme Soviet of the Kirghiz SSR. From 1945 to 1947, he served as the Minister of Municipal Economy of the Kirghiz SSR.
The most active creative period in the activities of Y. B. Dubov was from 1925 to 1933. Until 1929, he participated in the design and contributed to the formation of project work in Kyrgyzstan, later (until 1933) he headed civil construction in the young republic.
More than forty buildings were constructed according to Y. B. Dubov's designs. The most famous of them in Frunze include the Government House (the former building of the Supreme Soviet of the Kirghiz SSR), the House of Press (formerly the building of the Central Committee of the Communist Party of Kyrgyzstan), the buildings of the Party School, the Women's Pedagogical Institute named after V. V. Mayakovsky, the Ministry of Trade, as well as several constructions in other cities — Osh, Jalal-Abad, Przhevalsk. During the Great Patriotic War, Y. B. Dubov was the chief engineer for the construction of hydroelectric power stations on the Large Chui Canal and the Alamedin River.
The largest construction by Y. B. Dubov is the Government House of the Kirghiz SSR. The construction was completed in 1936, for the nineteenth anniversary of the Great October. The building is located on Kirov Street, in the very center of the capital, on the former Central Square. It is designed in simple monumental forms with a clear and distinct layout of the premises. The most interesting part of the interior of this structure is the hall (now the hall of the Union of Writers of Kyrgyzstan), located on the second floor of the western wing of the building. A spacious ceremonial vestibule, a cozy staircase, and halls lead to a well-lit, two-light room.
Famous artists, sculptors, and plasterers worked on the decoration of the hall. The portraits of the leaders of the revolution were created by artists B. Uitze and O. Pavlenko, while the decorative design of the entrances to the hall was done by B. Uitze and sculptor L. Mesarosh. National ornament motifs were widely used in the decoration of the hall.
The creative direction of Y. B. Dubov was undoubtedly influenced by constructivism, which dominated Soviet architecture until 1932 and continued to influence architects until 1936.
