Kyrgyz. Born in the village of Krasny Mayak, Uzgen District, Osh Region.
Graduated from the Moscow Automobile and Road Institute (1984), and completed postgraduate studies there (1992).
Worked as a lecturer, deputy dean of the evening and part-time faculty, associate professor, dean of the part-time faculty, and since 1999 has been the director of the Distance Learning Center at I. Razakov KTU.
Specialist in the field of operation of road transport.
Published more than 40 scientific works, including 1 monograph.
