- Minister of Agriculture Bakyt Torobaev spoke at the Digital Farmer Hackathon 2025 about plans for the digitization of public services in the agricultural sector.

In his speech, he emphasized that a system called "Tulpar" is being implemented in the veterinary field, which will be responsible for transferring all veterinary activities, laboratory analyses, issuance of export certificates, and inspections into electronic format. All documents and research results are planned to be obtained through users' personal accounts.

“In our country, there are about 20 million heads of large and small livestock, as well as poultry. Of these, nearly 2 million are cattle. Vaccination occurs twice a year, resulting in about 4 million contacts,” noted Torobaev.

He added that there are about 20 million business processes in the veterinary sector, and their digitization will help increase transparency in operations and reduce the burden on farmers.

Additionally, an automated information system is being developed in the water sector, which will monitor water supply volumes and perform calculations in real-time. The country has approximately 1.2 million hectares of irrigated land, serviced by about 400 thousand farmers.

According to the minister, in 2023, water supply fees amounted to about 100 million soms. However, with the introduction of the new system in 2024, revenues are expected to increase to 380 million soms over 10 months.

Work is also underway to create an information system for the examination of seeds and horticultural products. Protocols, examinations, and certificates will be generated automatically and provided in electronic format. In the future, there are plans to digitize the assignment of statuses to farms and the issuance of state acts.

Torobaev noted that some public services are still provided on paper, journals are maintained manually, and applicants do not have a single window or the ability to track the status of their applications online.

He announced the ministry's intention to create a unified digital platform for farmers, processors, and exporters, through which it will be possible to submit applications, attach documents, pay for services, and receive necessary protocols and certificates electronically.

The minister emphasized that the successful implementation of these solutions requires the participation of specialists in programming, analytics, and design. He stressed that the best ideas presented at the hackathon could be implemented in pilot mode and integrated into the ministry's information systems.
