- At the meeting held on December 23, 2025, Deputy Gulsunkan Junushalieva criticized the placement of solar power plants in the village of Ortok, which is being carried out on pastures, causing protests among the local population.

According to Junushalieva, residents are expressing concern that the construction is taking place against their wishes.

Energy Minister Talaybek Ibraev responded that it was initially planned to build a solar station with a capacity of 150 MW specifically in this area, and there have been no complaints from local residents so far.

“Yes, local residents used these lands for grazing livestock. However, it was later decided to allocate an alternative site for construction. This issue has already been resolved,” the minister added.

The head of government also emphasized that Kyrgyzstan faces the necessity of importing electricity and urged citizens to support the construction of such facilities that will contribute to the development of the country's energy sector.

The meeting was held as part of the discussion of draft laws on the republican budget in the first reading with the participation of committees on finance and budget, constitutional legislation, labor and social issues, agrarian policy, science and education, as well as industrial policy and transport.
