- On December 4, Minister of Agriculture Bakyt Torobaev presented the "Country Report on Climate and Development of the Kyrgyz Republic," prepared by the World Bank.

As the minister emphasized, climate change, particularly heat and air stress, could reduce agricultural crop yields by 5-10%. This, in turn, will lead to decreased productivity in the agricultural sector and income losses that could reach 10% by 2050.

Torobaev noted that to mitigate risks, the Cabinet of Ministers is developing strategies to enhance the resilience of agriculture to climate change. Among the proposed measures are the introduction of drought- and frost-resistant plant varieties and animal breeds, as well as the application of technologies that reduce water losses. There are also plans for the construction and modernization of hydraulic structures, including hydropower plants, reservoirs, dams, and locks.

Furthermore, the minister highlighted the importance of ensuring energy security in the context of climate change. This includes modernizing energy infrastructure, expanding the use of renewable energy sources, and implementing new projects.

Among the major energy initiatives, he mentioned the construction of the Kambar-Ata Hydropower Plant, with a capacity of 1,880 MW and an expected annual electricity generation of 5.5 billion kWh. The commissioning of this plant will enhance the reliability of the energy system and create opportunities for electricity exports.

The completion of the Kambar-Ata HPP-1 and the development of solar power plants were also identified as key measures to improve energy resilience.

According to the minister, in the first 10 months of 2025, economic growth was 10% compared to the previous year.

Torobaev identified the transition to a green economy as one of the priorities in the context of climate change. As part of the program for its development until 2029, a reduction in climate risks and an increase in the efficiency of natural resource use are planned.
